East London is undergoing a remarkable modernization, capturing attention. This book is a valuable insight into the political dynamics and the destruction of local communities happening behind the scenes.

Hello! It’s konkaz (@konkazuk) here.

This time, I am going to introduce a book about urban development in London.

In general, when people think of London, I believe the first images that come to mind for many are likely Buckingham Palace, Big Ben, Hyde Park, and so on – location situated westwards from the City of London, the central hub.

On the other hand, when it comes to the east, which was originally an industrial area, the image is quite different from the glamorous west. People might conjure up images of warehouses and shabby buildings, or, for some, no specific image at all.

However, if you’ve been living in East London for a while, you would undoubtedly feel the impact of the area’s development, particularly over the last 15 years. The momentum of local development is so impressive that you can sense it even without consciously paying attention.

…It’s simply tremendous.

When you revisit an area you haven’t been to for a year or two, it’s quite common to find out that the scenery has completely transformed.

So, the book I’m introducing here is about East London.
(As far as I know, there is no Japanese version of this book available at the moment.)

image from Amazon.co.uk

“Regeneration songs“
(Sounds Of Investment And Loss From East London)

written by Alberto Duman, Dan Hancox, Malcolm James and Anna Minton

This is a fascinating book that delves into the development of East London, particularly the areas north of the Thames River. It will tell you how the planning has unfolded and reveals the behind-the-scenes of it.

It’s also a fantastic book that, despite my initial indifference to local matters, swiftly brought me up to speed on the events, political backdrop, geography, and more in East London.

So, personally, I highly recommend this book.

Gentrification

Gentrification

= the process of transforming neighborhoods or regions from low-value to high-value, often involving the influx of people from a higher social and economic class, resulting in changes such as increased property values, improved amenities, and shifts in the cultural and demographic makeup of the area.

Now, diving into the content of the book, the stage is set in an area east of the ‘City of London,’ and north of the Thames River, specifically within one of the seven ‘boroughs’ (similar to municipalities) called ‘Newham.’

Speaking of ‘Newham,’ it is known for ‘The Royal Docks,’ where the ‘City Airport‘ is situated. This airport was specifically constructed to allow business professionals working in the City of London to swiftly take off when needed.

In the northwestern part of ‘Newham,’ there is an area called ‘Stratford,’ which served as the stage for the 2012 London Olympics. And the area that covers from the “Stratford’ down in an arc shape to the southernmost part of ‘Newham’ – ‘The Royal Docks,’ it is referred to as the…

“Arc of Opportunity“.

And the narrative unfolds from the fact that…

this ‘Opportunity’ was not for the residents of ‘Newham’ but rather for overseas capitalists gathered at the Shanghai Expo.

There was this phrase,

‘London is moving east‘

being featured in a video titled as ‘London’s Regeneration SUPERNOVA’ at the Shanghai Expo, and it suggested that the center of London is shifting from west to east in the future, therefore it’s wise to invest in the ‘Newham’ area in the east now.

The gentrification of the area is progressing without consideration for the local community, as seen in this unilateral approach.

And as a justification for such actions, politicians reportedly say, “The public sector is already out of funds and unable to support new housing initiatives, so if we want to build new houses, we have to collaborate with the private sector, otherwise, it’s impossible.”

However, this is entirely untrue. In reality, as exemplified by the case of the Shanghai Expo mentioned earlier, the public sector actively attracts private developers and foreign investors for domestic investments by offering substantial subsidies and preferential tax treatments.

The plan to urbanize previously inexpensive industrial areas, incorporating developers to gain commercial profits, is also referred to as “Placemaking“. As a consequence of this development, rents tend to go up, leading to the displacement of the original residents.

The American author who advocates ‘Placemaking’ in his book titled as ‘The New Localism’ acknowledges that, in the end, this leads to the phenomenon of ‘resident turnover‘ where original residents are displaced.

At the end of the day, ‘Placemaking’ reduces the concept of a ‘community’ to a mere ‘commodity,’ where it becomes nothing more than a location for individuals with financial resources from abroad to invest in.

As a result, historic architectural landmarks in ’Newham’ from the late 1960s to early 1970s, such as the celebrated Modernist masterpieces like ‘Balfron Tower’ and ‘Robin Hood Gardens,’ have undergone significant transformations. Despite having housed numerous residents, these structures have been converted into luxury apartments, demolished, or replaced by new buildings, often driven by investments from overseas investors.

In the 1980s, the development plans for ‘The Royal Docks’ included ideas that took into consideration the local residents and community. However, by the early 21st century, these considerations were brushed aside, and the concept shifted to an investment area with business opportunities, aiming to become a development area of world-class urban quality.

As a person who has personally experienced the challenging process of Section 21 (the UK’s ‘eviction notice’), as detailed in the article here, I personally resonated with many aspects of the dialogue featured at the end of Part 2.

Of course, if you move out from the current residence to the outskirts, you will be able to live in a much larger space at a more affordable rent. However, what people seek depend on what they need, so while some may find happiness in such a move, there are also many who do not.

And still, the line “It’s better to move while you have the choice to move, rather than being forcibly relocated” conveys a sense of heaviness and reality when read in the context of the article.

Urban Development and Culture

The relationship between culture, such as art and music, and capitalism is also discussed here.

The book delves into how urban development utilizes culture, including art, and how external influences can change the role of art (nowadays it is required to be socially ‘useful’). These shifts create friction, and artists who cannot adapt to the pressure from the capitalist side may find themselves struggling.

The definition of ‘what is art’ evolves with the changing times. However, if artists cannot adapt their own ‘definition of art’ to these shifts, making a living becomes challenging.

Regarding music, the book features the vibrant “grime music” scene that was thriving in East London, particularly in the Stratford area, before urban development and the 2012 Olympics.

To be honest, I wasn’t very interested in this type of music, so I didn’t even know there was a genre called “grime”.

However, as someone who is interested in the East London accent, this experience has raised a desire to naturally understand the content sung by artists in this genre.

Incidentally, the reason why the term “grime,” which in Japanese means “dirt” or “dust,” was coined for this genre of music seems to be related to the poor living conditions of residents in East London, which was caused by the decline of industry in the area, leading to job losses and poverty.

In the book, the grime music artists express that…

‘Most grime tunes are made in a grimy council estate.’

‘Mum ain’t got enough money, everyone’s just angry… you need a tension release.’

Having a list of YouTube links in the book to view these ‘grime artists’ is a thoughtful addition.

I’ll include a video below for those who are interested. 👇

Furthermore, other than London, the book also delves into the post-punk and subsequent music scenes in the northwest of England, including Manchester and Sheffield (southwest Yorkshire). It explores the relationship between the music and the architectural styles of the backgrounds where this music originated.

Here as well, you can understand the progression of urban development/modernism assimilating the lives of the local residents and the frustration associated with it.

Particularly, it appears that the inorganic architectural styles built during that time due to development influenced the music styles of that era.

I was personally struck by the statement on page 221…

A modernism that committed itself to socially useful things – education, public housing, the National Health Service, rather than shopping and property speculation – is something to fight for.

So, it means that allowing the progress of modernism in places where the daily lives of ordinary citizens are not taken into consideration could result in hardships for the residents, doesn’t it?

The connection between music and modernist architecture is something I had never considered before. However, in the popular music born in the vicinity of Sheffield from the late 1970s onward, you can apparently hear a lot of that influence.

A Brief history of ‘The Royal Docks’ up to the present

The Royal Docks, located in the southern part of Newham and developed throughout the 19th century, consist of three docks named…

Royal Victoria Dock,
Royal Albert Dock,
and
King George V Dock.

Docklands seemed to thrive until around the mid-20th century. However, with the invention of the intermodal container and its standardization in 1968, larger ships were built to transport them. Due to the size of these ships, the cargo handling eventually shifted to areas around the entrance of the Thames River, such as ‘Tilbury’ and ‘Gravesend’.

As a result, Docklands declined, many workers lost their jobs, and the industrial infrastructure of Docklands became derelict.

While it is a natural for the government and developers to focus on this area, there are residents and their communities in the region.

To resist the pressure from the London Docklands Development Corporation (LDDC), established in 1981 under the Conservative government, the local community teamed up with the Greater London Council and created the ‘People’s Plan for the Royal Docks.’ However, it ultimately did not succeed.

Despite various plans put forth by the developers, there was little progress on their side as well.

In 1988, City Airport was opened, but those arriving here tend to proceed directly to their destinations, turning the Royal Docks into a mere transit point.

To boost up the area’s economy, the Royal Docks must become a destination where people choose to visit.

For this to happen, attractions like hotels and restaurants need to be developed to encourage passengers arriving at the airport to stay in the area. However, the development of these attractions often comes at the expense of the local community.

the ArcelorMittal Orbit

The ‘ArcelorMittal Orbit,’ towering over the Olympic Park in Stratford, is a massive sculpture created by two artists, Anish Kapoor and Cecil Balmond.

The name ‘ArcelorMittal’ includes the name of the sponsor, Mittal Steel (the world’s largest steel company), which sponsored the construction of the sculpture.

In fact, this company Mittal is known for its quite appalling practices, including environmental destruction such as air pollution, rule violations, and disregard for human rights. With connections to governmental powers in over 60 countries, as well as links to private financial institutions worldwide, the company seems to wield its influence to act as it pleases.

It is likely that the artists were aware of the nature of the sponsor company, but if they had refused, they might not have received the necessary materials. Additionally, passing up the opportunity to create a sculpture of this scale for a major event could mean missing out on a chance for further acclaim. So, in the end, they might have chosen not to refuse the offer.

By the way, actions where companies prioritize the expansion of their businesses, even at the expense of the environment and the lives of residents in large-scale areas, as seen in the example of Mittal, are referred to as “ecocide.”

🔹ecocide
= the mass destruction of nature by humans

Already dealt as a crime in Vietnam, Russia, Kyrgyzstan, Kazakhstan, Tajikistan, Belarus, Georgia, Ukraine, Moldova, Armenia, and France, the inclusion of ecocide as a crime is being considered in 27 countries, including EU member states.

Anyway, it’s painfully clear that behind the developments, not only in London but in many places, the sacrifice of local residents and the simultaneous destruction of their communities are occurring.

In Conclusion

What I thought after reading this book is that, fundamentally, events like urban development are just someone else’s affairs until they actually happen in the area where you live.

When something new is built in a certain area, for people living outside of it, the usual reaction is like, “Oh, something new is there. Maybe I should check it out?” without even considering what might be happening behind the scenes.

However, understanding such circumstances becomes the key to knowing what is happening behind the scenes in society, and it serves as training to get information about events occurring in your own area at an early stage.

Gentrification

“Arc of Opportunity”

‘London is moving east‘

A modernism that committed itself to socially useful things – education, public housing, the National health service, rather than shopping and property speculation – is something to fight for.

This time I am going to write about the great nature of Hackney Marshes and other fantastic spots in East London.

It is not too much to say that we wouldn’t have been able to survive the 1st long lockdown in the UK due to the COVID-19 pandemic, if it wasn’t for these refreshing environment.

These beautiful natural areas are worth exploring if you have an opportunity to visit East London.

Without the opportunity given by the 1st UK lockdown, I can say that we would not have yet discovered such a wonderful natural environment right in our neighbourhood.

I believe the spring lockdown of 2020 divided people into two groups.

The 1st group consists of frustrated individuals whose general activities were restricted because…

Kids were too young to venture far due to their physical limitations, unable to meet family or friends living elsewhere whom they usually interacted with, unable to travel, and so on.

On the contrary, the 2nd group is the one that benefited from the lockdown.

The situation was reversed, where everyday life is generally engaged to a great extent in order to pay their monthly bills, having little time to spend as a family and even being unaware of what’s going on in their neighborhood.

Our case was the latter one… the happy 2nd group!

Everyday was a struggle with kids’ homeschooling with “Zoom session” which were new to all of us, including the kids, parents, and teachers, however, it was also a rare opportunity for us to spend a long time with our kids.

Therefore, I have absolutely no complaints whatsoever.

Anyway, it is physically impossible for growing children with full of energy to spend the whole day inside a cramped house.

Luckily, our daughter had reached the age where she could pedal her bicycle. So, once they had completed their school tasks by early afternoon, we set out for nature with snacks and bottles of water!”

Speaking of Hackney Marshes, I only had visited there for a few times before the lockdown, just to take kids down for their annual marathon event called “Hackney School’s challenge”…

In 2019, newlywed Prince Harry and his wife Meghan opened the event.

and the only impression I had had about the Marshes was a vast grass field with a bunch of football goals…

But it turned out to be much more attractive place to visit…

We usually walk from Clapton Pond, where No.38, No.55, No.253 and lots more buses stop, down on the Millfields Road up to the canal, and once you cross the bridge, it is one of the entrances to the Hackney Marshes.

If head south from here you will find the kids’ marathon venue which I mentioned earlier, but if you turn north at this point, there will be some enjoyable spots waiting for you…

Turning north and walking further down, you will eventually come to a fork in the road. Here, you take the right fork and head north and uphill, and you’ll come across the River Lea.

And if you follow the river eastward, you will find yourself on an incredibly pleasant cycling path covered by numerous trees, leading all the way to Stratford.

Cycling is fantastic, but I also recommend walking on the trail that runs just alongside the river.

You will encounter lots of interesting birds as you walk along, so if you let your kids have binoculars, I guarantee they will have an even more exciting day!

You will also discover some spots for children to climb tree, (some of those trees resemble mangrove???), making it ideal for children’s exercise as well.

Also you will find this one! (Very popular among the kids in Japan!)

A stag beetle!!! (We had caught loads of them… w)

And… I would not really recommend, …but people actually swim in this River Lea!

Quite a few, to be honest…

(It’s like… how dare all you folks throng to the river and play together during such a deadly situation!!!… Well… then again, I forgot that this is the country where punk rock was born! At the end of the day, they don’t care about social distance or how many people are dying from coronavirus each day…)

Time has gone by, and nowadays, you can see lots of people wearing a mask, …but back then, we were one of the very few wearing a mask,

Wearing a mask, on the contrary, made us receive suspicious glances.

Anyway, when it comes to a great nature, you can expect to find all kinds of plants.

My wife, who were born and grew up in the mountains of Wakayama, is the one who gets fired up here. As an expert in spotting edible plants, the chief commanded us to collect whatever she needed over there…

The following are what we’d found…

Mugwort (for”yomogi-mochi” 👈 Excellent!!!)

Watercress (for pasta & salads)

Bracken (for steamed rice to mix with)

Elderflowers (for syrup)

Apple, Pear, Blackberry, and Rosehip (photo) (for jam & sourdough)

According to some mothers, there is a spot in Hackney Marshes where you can find wild garlic, but the person who knows the location would never tell you…

My wife dragged us around everywhere to find it, but no results were found.

Shame!…

By the way, after entering the Marshes and turned northward and walked further, we took right at the fork in the road earlier, however, if you take the left fork here and proceed, a beautiful area awaits you.

This amazing area is called “Middlesex Filter Beds Nature Reserve” （slightly lengthy name…) and it is essentially a conservation area, to put it simply.

Having been weathered slowly with time, these Victorian industrial heritages bring about mysterious vibes in harmony with wildlife habitats, and remind me of scenes from a Japanese animation called “Laputa / (Castle in the Sky)“

The place can sometimes leave you with the impression that time has stopped, especially when there are few people around and you can only hear the chirping of birds

A very relaxing place…

Lee Valley Park

The next one is Lee Valley Park.

Although it is located next to Hackney Marshes, it is not a part of Hackney anymore.

It is actually a part of London Borough of Waltham Forest.

To enter Lea Bridge from the Clapton side, there are two ways…

① crossing the “Friends Bridge” in Hackney Marshes and heading west,

or

② walking along the northern side of Lea Bridge Road through the park, where you’ll see a bridge (part of the Capital Ring path?) that leads you across the river.

Compared to Hackney Marshes’ well-maintained green grass, Lee Valley Park is more like natural wild field.

The park is divided into north side and south side by a row of tall trees, and you can find hairy cattle eating and resting on the north side.

Well, I hate say this, but I hope they are not the ones which are going to be slaughtered for human consumption…

The inner side of Lea Valley Park (opposite the side where the River Lea flows) is slightly elevated and forms a raised embankment. Beyond this, there is a long road (connected to the path that runs through Hackney Marshes by crossing Friends Bridge and heading west), and on the other side of this road, you’ll find the “Lee Valley Riding Centre” a place for horse riding.

According to their website they offer lessons for beginners, but unfortunately, as of the time I’m writing this blog post, London is in its third lockdown, so the center is closed.

If you have young children, just going to see the horses would likely bring them joy. It’s interesting to observe the horses’ excited behavior when the keepers come to feed them from the truck.

You can sometimes spot some rabbits around the ranch, too.

Along the embankment running in front of this horse riding center, there’s a long stretch of thorny plant thickets. By around August, during summer, these bushes bear plenty of blackberry fruits.

Once again, a regiment of foot armed with plastic containers was repeatedly dispatched by our colonel, even though the onslaught of thorns continued to make us bleed.

Walthamstow Wetlands

Opens at 10:30 AM and closes at 4 PM (winter time), and at 5 PM (summer time). / Free entry

Walking along (cyclists are generally asked to dismount and push your bike here) with the stream on your right, you will realize that the view to the left has been blocked by a tall embankment.

What you will find if you climb up the embankment is a massive reservoir. (Warwick Reservoir)

Standing in front of it, the size is substantial enough to create a pleasant sensation (especially with the frequent presence of swans) but at the same time there is not much going on within the view, so you will get bored eventually…

So, you go back on the track, keep walking along with the stream, and after walking past an odd-looking old building (Coppermill Tower), you will see the bridge spanning the stream.

When you cross the bridge, it still seems to continue further ahead, so keep moving forward, and then,

…Wow!

You will find yourself in a spectacular but at the same time very unusual-structured terrain.

If you Google and take a look at the map, you’ll understand that this is quite grand in scale.

This place is called Walthamstow Reservoir and it is essentially a collection of reservoirs, and within these reservoirs, there are some islands popping out, which is, I guess, creating a sense of a paradise for birds.

You basically walk on the embankments that separate the reservoirs, and as you go on, you will find several spots to go down to access to the wooden wharf. On sunny days, it becomes an ideal spot for sunbathing and enjoying relaxation surrounded by nature.

By the way, I also spotted a few people engaged in fishing (which is also referred to as ”angling”, as I learned for the first time), however, because this is a nature reserve, it looks like you need to get a permission to carry it out.

They say that carp type of fish are often caught here…

Anyway, this time’s blog post was about “great nature of East London”.

This is my first blog post, so let me introduce myself here, briefly…

I was born in Japan and moved to the UK roughly twenty one and a half years ago (as of January 2021).

The first half of my everyday life in London was primarily spent for band activities, however, an unexpected horrible finger injury happened and it forced me to make a necessary change in direction midway through…

Since then, I found myself a full-time job (not well-paid but it pays the bills) and eventually got married.

At present, I am trying to learn all sorts of things in order to update my obsolete brain (a disastrous outcome which was caused by having collected absolutely no information outside the music fields) and also to improve my current household situation while supporting my wife’s profession and thinking about our children’s future.

So, this is my overall situation…

I have heard that writing blog post can help you develop yourself in many ways, hence, by doing so, I’m hoping to re-establish myself and grow into a person who can contribute to a society more or less…

Anyway, I am going to write about some information that is useful for English language learning both in Japanese and English versions, so I appreciate your understanding and support.

Clapton is a district within the London Borough of Hackney in east London, and it is where I and my family are based.

Although the borough of Hackney has lately gained a good reputation described as “Home to young creative types” or “An area with strong community ties”, until quite recently, it (especially areas like Clapton) had been considered as a “super dangerous zone” with high frequency of crime, requiring a bit of courage to walk alone.

The road that runs behind our flat, Upper and Lower Clapton Road used to be known as…

Britain’s “Murder Mile“,

and especially from the late 1990s to the early 2000s, daily incidents of crimes on the road involving guns and knives, resulting from conflicts between youth gang groups, were rampant, and that was leading to numerous casualties among the general public.

There was this dark phenomenon known as *Postcode war, which involved inter-estate rivalries between local gangsters.

To avoid the dangers associated with it, pupils had to take significantly inconvenient routes for their daily commute to school.

As for a recent dark incident that I can remember, there were the “London Riots” that occurred in August 2011, just three months after my family and I moved to Clapton.

Following the death of 29 year-old man who was shot dead by a police officer in Tottenham area of North London, the protest was set off in Tottenham Hale, and it turned into a riot which was eventually spread to East London, including Hackney, and further expanding to South London, including Peckham and Battersea.

Furthermore, having caught this news via social media and other sources, frustrated youngsters who had been constantly disillusioned by the power of the police and government began to replicated these events and it led to riots in several other cities including Manchester and Bristol.

In my neighbourhood (Clarence Road), several cars were set on fire, and shops were appallingly looted and destroyed…

Having read up to this point, people might wonder like…

“Why did you move to such an area?”

However, “such an area” was about to change in the wake of one event that took place in 2012.

*Postcode war

Since the 1990s, there was this territorial dispute among teenage gang groups in the boroughs they perceive as their own territories, such as Hackney and Tottenham.

The term “Postcode war” refers to the conflict, which gradually scaled down in territorial size since around the year 2000 to a single borough or specific residential areas based on postcode or housing estates.

👇 Here is a video clip about the Postcode war

Since the occurrence of the London riots, the government has started taking serious action, resulting in a decrease in crime caused by this kind of conflict.

Urban development in East London & the legacy of London Olympics 2012

I mentioned earlier that Hackney, especially the neighbourhood of Clapton, was considered a dodgy area.

However, when we were young at that time, we were not familiar with the local circumstances and details in East London.

The beginning of our cohabitation started when I moved into the student dormitory in Old Street where my wife originally lived.

During that time, this area was still full of warehouses and shabby old buildings, where youngsters would organize events and parties every night. Trendy spots emerged and vanished in the form of new pubs, clubs, and live music venues.

However, eventually, you started to see shops like Starbucks, McDonald’s and other commercial chains beginning to appear, and market spaces getting replaced by modern buildings and expensive-looking flats…

And as a result, house rents in the area began to soar up in the blink of an eye.

Thus, we had to move out of the area and find somewhere more affordable.

We soon found one bedroom flat in a district called “Dalston“, a neighborhood with a significant Turkish community located slightly to the north,

Compared to Old Street, the area seemed even more obsolete with uneven pavements and a quiet shopping mall…

Besides, there were alcoholics, drug dealers regularly loitering and shouting in front of our flat, so there was absolutely no positive image or sense of brightness.

Once, I woke up in the morning and was about to leave for work, I found the gate of our flat had been cordoned off, preventing me from going outside.

So, I went back upstairs and popped my head out of the window to see what was going on…

Right next to our flat, there was a policeman with a German shepherd by his side, aiming his rifle at somewhere behind our flat.

A bit worrying…

However, in less than a few years, we started to see phrases like…

“Dalston! …youngster’s new trendy hotspot.” or “Dalston is the place to be right now!“

As someone living there, my initial thought might have been,

“What nonsense are they talking about?”

However, it was just until we stared to witness all these closed-down-shops that had been shuttered and boarded up being transformed into bars and nightclubs, opening one after another.

…and soon the streets were getting swarmed by party-goers.

👇 Here is a video clip that showcases the development of Dalston

<iframe loading="lazy" title="Dalston...Is Your Area Changing?

As we felt excited like “Hey, we have moved to an cool place at the end of the day! ” and started joining in the events and the parties, we gradually witnessed the daytime scenery transforming before our eyes.

Old shops began to disappear, streets were getting paved neatly, tall buildings emerged, a new station was built, chain stores appeared, and rent prices were soaring up…

“Hmm, this situation… feels like something I’ve experienced before…”

It’s exactly like déjà vu.

With the marriage and the birth of our child, we decided to move further north, to the district called Clapton.

And in the following year, 2012, London hosted the Olympics with Stratford in East London (about a 20-minute bike ride southeast from Clapton) serving as its base.

…and at this point, everything has finally started to come together in my head.

Namely, we were…

“right in the midst of the East London urban development!”

By the way, London is generally divided into the West End (west side) and the East End (east side) from The City of London as a central point, where the Bank of England is located.

While West End has got a flourishing image with lots of historic sites and tourist spots such as Oxford Street, Hyde Park, Trafalgar Square, and Buckingham Palace, East London was originally poor industrial area with lots of factories and warehouses.

In the early 1980s, when Margaret Thatcher, nicknamed the “Iron Lady” became the Prime Minister under the Conservative Party, she initiated the redevelopment of Docklands, a former in East London where business had declined after the war. Docklands is located in an area where The River Thames curves like a snake.

The effort was made to turn the area into an enterprise zone, however, because the government abolished London’s administrative body, the “Greater London Council” in 1986, the development was achieved only in an limited areas such as Canary Wharf.

However, in 1997, the Labour Party regained power (with Tony Blair as the Prime Minister, a memory that is still fresh), and they established the “Greater London Authority” (a new version of Greater London Council ) to restore the local government functions to London,

And as the Mayor, they elected Ken Livingstone who was a former leader of the Greater London Council and also an opponent of Thatcher.

(By the way, I personally think that Ken Livingstone has a facial resemblance to Jimmy Page from Led Zeppelin at times.)

He was the man who had made a good use of Summer Olympics in order to get a great amount of money out of the government to invest in developing East London.

He was truly a skillful mayor!
